My DL speeds are decent (despite using a VPN) but every minute or so, my total incoming bandwidth drops to zero, or near to zero, then  restarts. Obviously, this makes my DL times much longer. I'm on Win7, using the latest Tixati, and I already reviewed the "optimize" page (one change I made was allowing connections in Win Firewall to allow DHT to work properly). The problem persists even if I change servers on the VPN service. I've also experimented with the auto and manual bandwidth throttle, but the same "cycling" up and down continues.

Suggestions?
