Optimizing My Tixati for dowloading torrents?

i have been reading about changing ports to avoid ISP throttling....
I am a newbie to torrent dowloading and have been using tixati for a month now.
Before i used VUZE but it was a resource hog..
My question is: Can youguys post relevant matter on this thread on how to maximise my transfer speed ?
I will give you details about my broadband plan
My broadband is provided by one of the largest ISPs in Mumbai,India namely MTnl
My broadband plan is 2Mbps transfer speed upto 12 GB and 1 Mbps thereafter. It is an unlimited usage plan.
BUT I HAVE ONLY REACHED A MAXIMUM OF 150kBps WITHIN THE 12 GB LIMIT AND 90kBps..

First off 2 Mbps (megabits per second) is equal to 250 kBps (KB/s, Kilobytes per second).
Are you saying that you only get a little over 50% bandwidth?

Second, How many different torrents have you tried?
You need to be aware that just because you can get 250 KB/s does not mean that there are other people or enough people to provide your max.

Third, When you say transfer speed is that incoming or outgoing?
Perform a speed test and respond with each speed.

finally it has been suggested to limit your max upload speed to 70% - 80% of your max. This is to allow for Protocol communication.  If you have not followed the "optimize" link at the top of the page I recommend doing so now and reading the suggestions.
