I have tixati portable 32 bit on a 64 bit win 7. If i update to version 1.99 is there a portable 64 bit and will all my torrents transfer.
Also how can i find where i got a particular torrent?

It seems Tixati 1.99 Portable is both 32 and 64 bit.

Just swap in the 64 binary and it'll carry on as normal using the existing config files.

The download page for the standard install says:
Upgrading From Previous Versions
If you are upgrading from an old version, do not uninstall the old version first. The new version will overwrite the old one cleanly.
I would assume the same holds for the portable version...but I could be wrong...again :p

There is no installer for the portable version, Bug.
I was thinking though it's probably possible to update a portable install on e.g. a USB stick using the installable versions by pointing the installer to that location, but the installer will probably create a desktop shortcut and possibly registry entries that may not be desired for a portable installation.
Easiest way is just to swap in the new bin, IMO, assuming one knows how to do that.

Just manually overwrite the old Tixati_* binary file with the new version located in the portable package (copy & paste).
