Queueing in tixati is not working!

I'm trying to use queueing in Tixati, but it's not working for some reason. Maybe I'm doing something wrong, I don't know.
Can someone please explain how to make it work?

How many torrents are you seeding?
How many are you downloading?
How much UPload BW do you have?
How much download BW do you have?
What are the capabilties of your computer? How much RAM and what type of CPU?
How much is your system online?  24/7?
