There is a fault in the form for donations. Although I chose United States as my country, there's no field to choose the States. The field displays Canadian Provinces and the form errors out when submitted.

I think you have to enter a donation amount first, then select United States, then it will show the box for which state you live in.

It's not great, it would be nice if PayPal made it a better form.
